Does TSA mandate that airports participate in eBadge?

How will seals be processed if my airport chooses not to participate or will need some time before my airport is able to implement the new eBadge program?

CBP currently collects past employment history and past residential address history. Airports do not collect this information. Will this information still be required in the new eBadge program?
