The following statement was released by United States Secretary of State Antony J. Blinken, French Foreign Minister Jean-Yves Le Drian, German Foreign Minister Heiko Maas, Italian Foreign Minister Luigi Di Maio, and UK Foreign Secretary Dominic Raab on Syria’s presidential election.
We, the Foreign Ministers of France, Germany, Italy, the United Kingdom and the United States of America wish to make clear that Syria’s May 26 presidential election will neither be free nor fair. We denounce the Assad regime’s decision to hold an election outside of the framework described in UN Security Council Resolution 2254 and we support the voices of all Syrians, including civil society organisations and the Syrian opposition, who have condemned the electoral process as illegitimate.
As outlined in the Resolution, free and fair elections should be convened under UN supervision to the highest international standards of transparency and accountability. For an election to be credible, all Syrians should be allowed to participate, including internally displaced Syrians, refugees, and members of the diaspora, in a safe and neutral environment.
Without these elements, this fraudulent election does not represent any progress towards a political settlement. We urge the international community to unequivocally reject this attempt by the Assad regime to regain legitimacy without ending its grave human rights violations and meaningfully participating in the UN-facilitated political process to end the conflict.
We reiterate our firm support for the UN Special Envoy for Syria’s efforts to promote a political settlement, based on all aspects of UNSCR 2254, which protects the future prosperity and the rights of all Syrians, including the right to vote in free and fair elections.

- Aviation Sanitation: FDA Could Better Communicate with Airlines to Encourage Voluntary Construction Inspections of Aircraft Galleys and LavatoriesBy Sam NewsSeptember 8, 2020Most commercial aircraft undergo voluntary inspections to ensure that galleys and lavatories are constructed and assembled to meet the Food and Drug Administration's (FDA) sanitation standards, according to industry representatives. Twenty-seven percent of the inspections FDA conducted between fiscal years 2015 and 2019 found objectionable conditions. But in nearly all of these instances, the conditions identified, such as the need for additional sealant in areas where there was a gap or seam, were corrected by the airline or aircraft manufacturer during the inspection. However, some regional airline representatives told GAO that their aircraft do not receive these construction inspections, either because larger airlines with which they have contracts told them the inspections were unnecessary or because they did not believe the inspections were relevant to them. FDA provides these inspections free of charge, upon request of aircraft manufacturers or airlines, and aircraft passing inspection receive a certificate of sanitary construction. Representatives of one aircraft manufacturer said they view the certificate as beneficial because their customers see it as a guarantee that the aircraft was constructed in a way that decreases the likelihood of microbial contamination, pests, and insects. While the construction inspections are important, they are not required, and FDA does not proactively encourage airlines to request them. By developing a process for communicating directly to all U.S.-based commercial airlines, including regional airlines, to encourage them to receive construction inspections, FDA could better ensure that aircraft meet FDA sanitation standards to protect passenger health. An Airline Representative Applying Additional Sealant in Response to an FDA Inspection FDA faces several challenges in providing construction inspections and is taking steps to address these challenges. For example, the demand for inspections by manufacturers and airlines is unpredictable, and FDA inspectors are responsible for inspections at multiple locations. To help mitigate these challenges, officials we interviewed from four FDA field offices said they usually request advance notice from industry to allow the agency time to allocate the necessary resources for construction inspections. Voluntary construction inspections are the primary mechanism by which FDA oversees compliance with its required sanitation standards for the construction of aircraft galleys and lavatories. A report accompanying the House 2019 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations bill included a provision for GAO to review FDA's process for ensuring proper sanitation in aircraft galleys and lavatories. This report (1) examines the extent to which aircraft are inspected to ensure compliance with FDA's sanitation standards, and (2) discusses challenges FDA faces in providing aircraft inspections and how FDA is addressing such challenges. GAO reviewed FDA guidance, interviewed FDA officials in headquarters and four selected field offices with high volumes of construction inspections, conducted site visits to meet with FDA inspectors, and interviewed representatives of selected aircraft manufacturers and airlines. GAO recommends that FDA develop a process for communicating directly with all U.S.-based commercial airlines to encourage them to request construction inspections. - National Nuclear Security Administration: Information on the Fiscal Year 2021 Budget Request and Affordability of Nuclear Modernization ActivitiesBy Sam NewsJuly 30, 2020The Department of Energy's (DOE) National Nuclear Security Administration (NNSA) is in the midst of a long-term effort to modernize the U.S. nuclear weapon stockpile and its supporting production infrastructure. NNSA's modernization plans and budgets are communicated to Congress on an annual basis primarily through two key documents—the Stockpile Stewardship and Management Plan (SSMP) and DOE's budget justification—together referred to as NNSA's nuclear security budget materials. GAO reviewed four areas related to the affordability of NNSA's modernization activities as described in these budget materials: Funding for nuclear modernization activities. Congress funds NNSA's nuclear modernization activities through the Weapons Activities appropriation account, which falls under the National Defense budget function along with other NNSA, DOE, and Department of Defense (DOD) appropriations related to the common defense and security of the United States. Discretionary defense spending for fiscal year 2021 may not exceed a certain statutory limit, or else a sequestration—a cancellation of budgetary resources—would be triggered. Therefore, a proposed increase for a given program under the National Defense budget function may need to be offset by reductions in other defense programs to keep the defense budget within statutory spending limits. Comparison of modernization activities in budget materials for fiscal year 2021 and earlier. The proposed funding in DOE's fiscal year 2021 budget justification for NNSA's nuclear modernization activities for fiscal years 2021 through 2025 is about $81 billion, which is about $15 billion more (or about 23 percent greater) compared to NNSA's estimate for the same period in its fiscal year 2020 budget materials. The main factor contributing to this large increase in proposed funding for fiscal year 2021 was NNSA's reevaluation of the funding needed to meet existing requirements, rather than costs associated with new requirements outlined in the 2018 Nuclear Posture Review. Affordability discussion in the Fiscal Year 2020 SSMP. The Fiscal Year 2020 SSMP included a new section entitled, "Affordability Analysis." NNSA added this section in response to GAO's April 2017 recommendation that the agency include an assessment of its portfolio of modernization programs in future versions of the SSMP. The recommendation addressed a shortfall between NNSA's projected budget needs to meet program requirements and projections of the President's budget, a condition that could recur in the future. GAO found that NNSA's new section on affordability does not fully respond to its recommendation because the section does not provide information about how potential misalignment between NNSA's estimates of future modernization funding needs and projections of the President's modernization budgets may be addressed, or about the potential impacts of adjusting program schedules or cost or schedule overruns. Implications of potential New START expiration for modernization activities. New START is a treaty between the United States and Russia for the reduction and limitation of strategic offensive arms, and it will expire in February 2021 unless both parties agree to extend it for no more than 5 years. DOD is basing its plans on the assumption that New START will be extended, and it currently has no plans to change its force structure. NNSA similarly has not considered the implications of the potential expiration of New START on the assumptions underlying its overall program of record and future-years funding projections as described in the fiscal year 2021 budget justification. GAO was asked to review issues related to the affordability of NNSA's modernization activities as reflected in its nuclear security budget materials. DOE's fiscal year 2021 budget justification for NNSA includes a proposed $3.1 billion increase for nuclear modernization activities. The budget justification states that it supports the modernization efforts and the scientific tools necessary to execute the 2018 Nuclear Posture Review. Nuclear posture reviews are issued periodically to assess the global threat environment and establish policy on U.S. nuclear forces. - Southwest Border: Information on Federal Agencies’ Process for Acquiring Private Land for BarriersBy Sam NewsNovember 23, 2020The interagency process for acquiring private land for border barrier construction along the southwest border involves the Department of Homeland Security's U.S. Border Patrol and the Department of Defense's U.S. Army Corps of Engineers (USACE) as well as the Department of Justice. The key acquisition steps are (1) identifying the landowners affected by planned barriers, (2) contacting landowners to obtain access to their property for surveying and other due diligence activities, (3) negotiating with landowners, and (4) concluding the acquisition preferably through negotiated purchase or via condemnation. The government may acquire temporary access to or permanent ownership of property by initiating a condemnation proceeding in federal district court. In this judicial process, the government articulates the public use necessitating the acquisition and the estimated compensation for the landowner, among other things. Border Barrier Construction in South Texas GAO's analysis of USACE data shows that, as of July 2020, the federal government acquired 135 private tracts, or sections, of land and is working to acquire 991 additional tracts. The privately owned land the government acquired or is working to acquire totals about 5,275 acres or 8.2 square miles, and most of it—1,090 of 1,126 tracts—is in south Texas. The Border Patrol planned for private land acquisition in south Texas to take 21 to 30 months compared with 12 months for comparable land acquisitions in other regions. Border Patrol estimated private land acquisition in south Texas would take more time due to factors unique to south Texas, including: Barrier placement in south Texas. Additional time is needed for the government to work with landowners to ensure that they have access to and are justly compensated for any negative impact on the value of remaining property between the border barrier and the Rio Grande River, according to Border Patrol officials. Missing or incomplete land records. Border Patrol officials said that it often takes time to identify parties with interest in a tract of land due to missing or incomplete land records. In cases where the government is unable to identify interested parties, the government has to use the condemnation process to resolve title issues and acquire ownership. In January 2017, the President issued Executive Order 13767, which directed the Secretary of Homeland Security to immediately plan, design, and construct a wall or other physical barriers along the southwest border. These new barriers would add to or replace 654 miles of primary pedestrian and vehicular barriers constructed as of fiscal year 2015. Of the nearly 2,000-mile southwest border, roughly 30 percent is federal land. Private, tribal, and state-owned land constitutes the remaining 70 percent of the border. GAO was asked to review the U.S. government's efforts to acquire privately owned land along the southwest border for barrier construction. GAO's review focused on the government's acquisition of private land and did not address acquisition of federal, state, or tribal property. This report examines (1) federal agencies' process for acquiring private land identified for the construction of border barriers and (2) the status of federal acquisition of private land for the barrier construction. GAO reviewed key documents; interviewed Border Patrol, USACE, and Department of Justice officials; and interviewed stakeholder organizations and landowners. - Aircraft Noise: Better Information Sharing Could Improve Responses to Washington, D.C. Area Helicopter Noise ConcernsBy Sam NewsJanuary 7, 2021According to Federal Aviation Administration (FAA) data for 2017 through 2019, over 50 helicopter operators conducted approximately 88,000 helicopter flights within 30 miles of Ronald Reagan Washington National Airport (D.C. area), though limited data on noise from these flights exist. According to operators, these flights supported various missions (see table below). While the number of flights has decreased slightly over the 3 years reviewed, it is unknown whether there has been a change in helicopter noise in the area. For example, most stakeholders do not collect noise data, and existing studies of helicopter noise in the area are limited. D.C. area airspace constraints—such as lower maximum altitudes near urban areas—combined with proximity to frequently traveled helicopter routes and operational factors may affect the noise heard by residents. FAA and operators reported taking steps to address public concerns about helicopter noise in the D.C. area. FAA receives and responds to complaints on helicopter noise from the public through its Noise Ombudsman and has recently developed online forms that improve FAA's ability to identify and respond to helicopter noise issues. Operators reported using FAA-recommended practices, such as flying at maximum altitudes and limiting night flights, to address helicopter noise in the D.C. area, but such practices are likely not feasible for operators with military, law enforcement, or air medical evacuation missions. FAA's and operators' approach to addressing these issues in the D.C. area is impeded because they do not consistently or fully share the information needed to do so. According to nearly all the operators we interviewed, FAA has not communicated with operators about helicopter noise or forwarded complaints to them. Similarly, operators often receive noise complaints from the public—some complaints are not directed to the correct operator—but do not typically share these complaints with FAA. As a result, operators have not consistently responded to residents' inquiries about helicopter noise and activity. By developing a mechanism for FAA and operators to share information, FAA could help improve responses to individual helicopter noise concerns and determine what additional strategies, if any, are needed to further address helicopter noise. Helicopter noise can potentially expose members of the public to a variety of negative effects, ranging from annoyance to more serious medical issues. FAA is responsible for managing navigable U.S. airspace and regulating noise from civil helicopter operations. Residents of the D.C. area have raised concerns about the number of helicopter flights and the resulting noise. GAO was asked to review issues related to helicopter flights and noise within the D.C. area. Among its objectives, this report examines: (1) what is known about helicopter flights and noise from flights in the D.C. area, and (2) the extent to which FAA and helicopter operators have taken action to address helicopter noise in the D.C. area. GAO reviewed statutes, regulations, policies, and documents on helicopter noise. GAO analyzed (1) available data on helicopter operations and noise in the D.C. area for 2017 through 2019, and (2) FAA's approach to responding to helicopter complaints. GAO also interviewed FAA officials; representatives from 18 D.C. area helicopter operators, selected based on operator type and number of flights; and 10 local communities, selected based on factors including geography and stakeholder recommendations.
