Departure of Qatar Airways Flight from Kabul

We can confirm that a Qatar Airways flight departed from Kabul on Sunday, September 19th with 21 U.S. citizens and 48 lawful permanent residents on board. We are thankful to Qatari authorities, who continue to coordinate these flights with the Taliban. As we have stated before, we will continue to help U.S. citizens, lawful permanent residents, and Afghans affiliated with the U.S. government to depart Afghanistan. We welcome continued cooperation by all involved with facilitating these flights.

  • Defense Management: Improved Planning, Training, and Interagency Collaboration Could Strengthen DOD’s Efforts in Africa

    When the U.S. Africa Command (AFRICOM) became fully operational in 2008, it inherited well over 100 activities, missions, programs, and exercises from other Department of Defense (DOD) organizations. AFRICOM initially conducted these inherited activities with little change. However, as AFRICOM has matured, it has begun planning and prioritizing activities with its four military service components, special operations command, and task force. Some activities represent a shift from traditional warfighting, requiring collaboration with the Department of State, U.S. Agency for International Development, and other interagency partners. GAO's prior work has identified critical steps and practices that help agencies to achieve success. For this report, GAO was asked to assess AFRICOM in five areas with respect to activity planning and implementation. To do so, GAO analyzed DOD and AFRICOM guidance; observed portions of AFRICOM activities; interviewed officials in Europe and Africa; and obtained perspectives from interagency officials, including those at 22 U.S. embassies in Africa.AFRICOM has made progress in developing strategies and engaging interagency partners, and could advance DOD's effort to strengthen the capacity of partner nations in Africa. However, AFRICOM still faces challenges in five areas related to activity planning and implementation. Overcoming these challenges would help AFRICOM with future planning, foster stability and security through improved relationships with African nations, and maximize its effect on the continent. (1) Strategic Planning. AFRICOM has created overarching strategies and led planning meetings, but many specific plans to guide activities have not yet been finalized. For example, AFRICOM has developed a theater strategy and campaign plan but has not completed detailed plans to support its objectives. Also, some priorities of its military service components, special operations command, and task force overlap or differ from each other and from AFRICOM's priorities. Completing plans will help AFRICOM determine whether priorities are aligned across the command and ensure that efforts are appropriate, complementary, and comprehensive. (2) Measuring Effects. AFRICOM is generally not measuring long-term effects of activities. While some capacity-building activities appear to support its mission, federal officials expressed concern that others--such as sponsoring a news Web site in an African region sensitive to the military's presence--may have unintended effects. Without assessing activities, AFRICOM lacks information to evaluate their effectiveness, make informed future planning decisions, and allocate resources. (3) Applying Funds. Some AFRICOM staff have difficulty applying funding sources to activities. DOD has stated that security assistance efforts are constrained by a patchwork of authorities. Limited understanding of various funding sources for activities has resulted in some delayed activities, funds potentially not being used effectively, and African participants being excluded from some activities. (4) Interagency Collaboration. AFRICOM has been coordinating with partners from other federal agencies. As of June 2010, AFRICOM had embedded 27 interagency officials in its headquarters and had 17 offices at U.S. embassies in Africa. However, the command has not fully integrated interagency perspectives early in activity planning or leveraged some embedded interagency staff for their expertise. (5) Building Expertise. AFRICOM staff have made some cultural missteps because they do not fully understand local African customs and may unintentionally burden embassies that must respond to AFRICOM's requests for assistance with activities. Without greater knowledge of these issues, AFRICOM may continue to face difficulties maximizing resources with embassy personnel and building relations with African nations. GAO recommends that AFRICOM complete its strategic plans, conduct long-term activity assessments, fully integrate interagency personnel into activity planning, and develop training to build staff expertise. DOD agreed with the recommendations.

    Since 2002, destroying the terrorist threat and closing the terrorist safe haven along Pakistan's border with Afghanistan have been key national security goals. The United States has provided Pakistan, an important ally in the war on terror, with more than $12.3 billion for a variety of activities, in part to address these goals. About half of this amount has been to reimburse Pakistan for military-related support, including combat operations in and around the Federally Administered Tribal Areas (FATA). Despite 6 years of U.S. and Pakistani government efforts, al Qaeda has regenerated its ability to attack the United States and continues to maintain a safe haven in Pakistan's FATA. As the United States considers how it will go forward with efforts to assist Pakistan in securing, stabilizing, and developing its FATA and Western Frontier bordering Afghanistan, it is vital that efforts to develop a comprehensive plan using all elements of national power be completed and that continued oversight and accountability over funds used for these efforts are in place.This report provides background information on Pakistan; the status of U.S. government efforts to develop a comprehensive plan; and information on the goals, funding, and current status of U.S. efforts to use various elements of national power (i.e., military, law enforcement, development and economic assistance, and diplomacy) to combat terrorism in Pakistan. The scope of this report does not include the plans, goals, operations, activities, and accomplishments of the intelligence community.

    A federal grand jury in Alexandria, Virginia, returned an indictment on March 3, 2021, charging a Virginia man with failing to file Reports of Foreign Bank and Financial Accounts (FBARs) and filing false documents with the IRS. According to the indictment, Azizur Rahman of Herndon, had a financial interest in and signature authority over more than 20 foreign financial accounts, including accounts held in Switzerland, the United Kingdom, the Republic of Singapore, and Bangladesh. From 2010 through 2016, Rahman allegedly did not disclose his interest in all of his financial accounts on annual FBARs, as required by law. Rahman also allegedly filed false individual tax returns for the tax years 2010 through 2016 that did not report to the IRS all of his foreign bank accounts and income.

  • Lake Ontario-St. Lawrence River Plan: Improved Communication and Adaptive Management Strategy Could Help Address Stakeholder Concerns

    The International Joint Commission's (IJC) process for developing and selecting the Lake Ontario-St. Lawrence River Plan 2014 (Plan 2014) was generally consistent with relevant essential elements of risk-informed decision-making. During the 18-year process, IJC took steps to define objectives and performance measures to be used in its decision-making, identify various options, assess uncertainties like climate change, and engage with stakeholders, among other steps. These steps are all essential elements of risk-informed decision making. Plan 2014 Affects Various Users of Lake Ontario and the St. Lawrence River, Including (from Left to Right) Commercial Navigation, Coastal Development, and Recreational Boating, Including Marinas IJC uses two mechanisms—a communications committee and a strategic communication plan—and a variety of methods—such as its website, social media, and public meetings—to communicate with stakeholders about its implementation of Plan 2014. Nevertheless, 12 of the 14 stakeholders GAO interviewed expressed concerns about IJC's communication. GAO found that IJC's strategic communication plan and related documents partially align with best practices. For example, the communication plan and related documents do not comprehensively identify target audiences or include mechanisms to monitor and evaluate the effectivness of their communication efforts. Updating its strategic communication plan to align with best practices and principles for risk communication could help IJC ensure improved stakeholder communication. Of the 14 stakeholders interviewed, nine expressed concerns about the rules and criteria in Plan 2014 and 10 expressed concerns about its implementation. For example, seven stakeholders told us that they do not believe that the Plan allows IJC to act proactively in anticipation of future water conditions. IJC has taken initial steps to develop an adaptive management process that may help address stakeholder concerns and approved a long-term adaptive management strategy in March 2020. However, the document does not fully incorporate the key elements and essential characteristics of an adaptive management process that could help IJC transparently and effectively assess Plan 2014 and adjust future actions to achieve the plan's objectives. For example, the Plan does not fully incorporate a communication strategy for engaging stakeholders throughout the process or information on how IJC will determine if adjustments to the Plan's rules and criteria are warranted. Water releases from Lake Ontario into the St. Lawrence River are determined by a set of regulatory rules and criteria called Plan 2014—issued pursuant to IJC's Supplementary Order of Approval and the Boundary Waters Treaty of 1909. The IJC—a binational commission—developed and issued the Plan and Order with the concurrence of the United States and Canada. The rules affect a variety of users of the waterway, including ecosystems, hydropower, and municipal and industrial water use. After flooding from the lake and river in 2017, GAO was asked to examine the process IJC used to develop and evaluate Plan 2014 and how IJC has addressed stakeholder concerns. This report examines (1) the extent to which IJC's process to develop and select Plan 2014 was consistent with essential elements of risk-informed decision-making, (2) actions IJC has taken to communicate with stakeholders about its implementation of Plan 2014 and stakeholder concerns regarding IJC's communication, and (3) stakeholder concerns about Plan 2014 and the extent to which IJC has developed a process to assess and adjust Plan 2014. GAO reviewed Plan 2014 and other IJC documents, interviewed IJC and federal officials and a nongeneralizable sample of 14 stakeholders, selected for a variety of user interests and stakeholder types. GAO is making three recommendations, including that the U.S. Section of the IJC work with its Canadian counterpart to ensure that the communication plan aligns with best practices and the adaptive management strategy fully incorporates key elements.     Seven individuals were charged in an indictment in the District of South Carolina with laundering over $750,000 of fraudulently obtained funds, including over $390,000 obtained from a fraudulent Paycheck Protection Program (PPP) loan. The seven individuals used a variety of methods to launder the money, including laundering the money through a casino. The indictment also identifies over $2.1 million in funds from twelve different bank accounts allegedly associated with the fraud scheme as subject to forfeiture which agents seized.
